What is a Charter School?

A Charter School is a public school that operates as a school of choice. They commit to obtaining specific educational objectives in return for a charter to operate a school. They also adhere to regulations of public schools and do not charge any tuition.

Are Charter Schools public or private?

Charter Schools are public schools. They receive money from local, state, and federal funds just like any other public school system.

What’s the difference between a Charter School and a regular Public School?

A Charter is independent of a Local Education Agency. The Charter Schools Department of Instruction may choose to work with a Charter Management Organization.

Are the teachers licensed?

Charter Schools are responsible for upholding the state rules regarding teacher licenses. All beginner teachers must be mentored by veteran teachers and all teachers must maintain their license(s) with continued education and professional development that is accepted by the Department of Instruction. Charter School Boards are required to observe and evaluate all teaching staff. In North Carolina, all public schools are allowed to hire a certain degree but not licensed teachers. In that case, the teacher is given a timeline to earn their license in order to keep their position.

Can a Charter School charge tuition?

No. Charter Schools can NOT charge tuition or any fees associated with enrollment. Like any school, the Charter may charge for trips, sports, and lunch if a child does not qualify for the free/reduced food program. Any Charter School charging tuition or fees that would prohibit enrollment is violating the law. Why? They are public and must have an open enrollment policy.

Is it true that Charter Schools have poor oversight because they aren’t part of a Local Education Agency?

No. As a matter of fact, Charter Schools get shut down much faster if students do not perform. There are less than 200 Charter Schools in NC and they are audited annually. The process of taking over a charter school is much shorter than that of a school in a Local Education Agency.

Do Charter Schools take money from the school district?

Public funds for education are set up to follow the student where they are receiving their education. If a student enrolls in a Charter School then the funds for him/her will follow them to the charter school.
